This page is a place to document the progress of developing a build environment for 64-bit Windows using MinGW. You can get some ideas from the 32-bit MinGW page: WindowsMinGW.
The following guide is still incomplete

install the 32 bit toolchain as described in WindowsMinGW (you can skip installing libraries)

get mingw basic library and mingw multimedia library x64 native binaries from http://www.drangon.org/mingw/, and unpack it to C:\mingw_w64.

remove C:\msys\1.0\bin and C:\MinGW\bin from %PATH%, and add C:\mingw_w64\bin to %PATH%

edit /etc/fstab (C:\msys\1.0\etc\fstab) and replace C:\MinGW with C:\mingw_w64

now open the msys shell and check version:
$ gcc --version gcc.exe (GCC) 4.5.2 20100804 (prerelease) Copyright (C) 2010 Free Software Foundation, Inc. This is free software; see the source for copying conditions. There is NO warranty; not even for MERCHANTABILITY or FITNESS FOR A PARTICULAR PURPOSE.
