what causes latency on OS-Sytem

- since a access times to harddisks are like 8-30ms there should be a preloading in pd or a own thread...
- Scheduler Time oOS
Long system calls which cannot be broken so they have to be stopped by the Scheduler interrupt. This time is called scheduler time.
There should be tests about this.
